In Europe, Amazon operates in five different marketplaces. These marketplaces include Germany, France, the United Kingdom, Spain, and Italy.

Amazon Seller University states that if someone is already an Amazon seller in the United States they can simplify selling in the five Amazon Europe marketplaces by using linked accounts and taking advantage of the build international listings (BIL) tool.
To use FBA to sell in European marketplaces, ship inventory to Amazon Fulfillment Centers in Europe.
Sellers must verify that their product follows the required laws, rules, and regulations of the country in Europe a seller is trying to selling in. Value Added Tax (or VAT) is an example of this. VAT is a tax added in the European Union (the EU).
Once a seller’s inventory arrives at the European Amazon Fulfillment Centers, there are three different international programs a seller can use to fulfill orders throughout Europe. These programs allow easy in shipping product across borders. Once a seller is enrolled in one or more of the 3 international programs they will qualify for prime benefits. Prime benefits give sellers the chance to ship sales with free standard shipping. The three different international programs are: Pan-European FBA, European Fulfillment Network, and Multi-Country Inventory.

What marketplaces are eligible for single sign-on?
Single Sign-on is available to Amazon sellers with Accounts in North America (Canada, US, Mexico), Europe (UK, Germany, France, Italy, and japan), Japan, and India.
What is the Build International Listings tool?
Build International Listings, or BIL, is a tool that allows Amazon sellers to simplify the listing creation process. BIL gives sellers the opportunity to use Fulfillment by Amazon (FBA) overseas in eligible marketplaces.
After following the instructions to link a seller account in North America with a seller account in Europe, a seller can set the United States account as the source marketplace and use BIL to add offers to one or more of the five Amazon Europe marketplaces. When using BIL, the European marketplace a seller added the offer to is referred to as the Target marketplace.
BIL is available to make adding offers to international marketplaces quick and easy. BIL allows sellers to set rules on auto syncing offer prices across a sellers active marketplaces.
Seller University: Introduction to Build International Listings (BIL)
In the Pan-European FBA program Amazon puts a sellers inventory near the location of the buyers. This allows for fast delivery.
A seller ships their inventory to a single European Amazon Fulfillment Center and Amazon takes responsibility and covers the cost of sending the inventory out to multiple European Amazon Fulfillment Centers spread throughout the Europe, in multiple countries. Amazon does this based upon probable purchase demand. A seller pays a local fulfillment fee.
Eligible offers can be enrolled in Pan-European FBA after they are created in all of the 5 European marketplaces.

2. European Fulfillment Network
The European Fulfillment Network, or EFN, program is recommended for sellers just entering into the European Amazon market. It allows sellers to ship to all five of Amazon’s European marketplaces.
After a seller lists their product in the desired European marketplace(s) (using the BIL tool) the seller ships their inventory to one of the European Amazon Fulfillment Centers.
Once a buyer orders one of the seller’s products, Amazon ships the inventory from the European Amazon Fulfillment Center the inventory is housed in. Buyers will see the location of the fulfillment center a seller sent their inventory to and the subsequent shipping time expected before they would actually receive their order.
A seller may pay cross border fulfillment fees in addition to local FBA fulfillment fees.
The European Fulfillment Network program would be less desirable from the Pan-European FBA program because shipping will take longer for orders in places far away from the one European Amazon Fulfillment Center the inventory is housed in.
However, unlike the Pan-European FBA program, the European Fulfillment Network program allows a seller to choose to not sell in all 5 European marketplaces. In the Pan-European FBA program a seller must sell in all 5 European marketplaces.
3. Multi-Country Inventory
The Multi-Country Inventory, or MCI, program is recommended for sellers who want to send inventory directly to 1 country or all 5 of the Amazon European marketplace countries where a seller’s product is actually being purchased. This allows sellers to avoid the cross border fulfillment fees. This also allows for quick shipping to customers.

Value Added Tax, also known as VAT, is a consumption tax. VAT is applied in the European Union. In the EU, VAT is a tax that is assessed on the value that is added to a sellers products or services. VAT applies to services and/or products that are bought and/or sold to be used or consumed in the EU. Unlike in the United States Amazon platform, EU buyers will not see an individual line for tax.
